When American presidents face insurmountable opposition in Congress or lethargy in the legislative process, they have turned to Executive Orders to advance policy priorities and  reverse the whims of their predecessors. With political polarization on the rise, occupants of the Oval Office have increasingly used this tactic to sidestep obstructionism, and to deliver on campaign promises.
